It is used primarily to bypass the blocking of Wikipedia, Imgur and Pastebin in Turkey.
It uses the portals Zwikipedia, Imgurp and Pastebinp to bypass. No additional VPN etc. will be used, and so this is fully legal.
It is open source, and you can see the code for yourself here;

uygulama çalışıyor fakat şöyle bir sorun var örneğin google’a demir elementi yazdınız, arama sonuçlarında wikipedia hemen sana sonucu bulup türkçe açıklama yapıyor fakat linke tıkladığında ingilizce olarak wikipedia açılıyor fakat link /en oluyor ve içerik ingilizcede demir araması olarak çıkıyor tıkladığınız linkin bir anlamı kalmıyor
